Most Halloween potlucks are at work, which changes the form
Thanksgiving and Christmas potlucks are mostly family, where everybody already knows who cannot eat what. A Halloween potluck is far more often an office or a team, where people are bringing food for colleagues they know professionally and not much else.
That has one practical consequence: nobody will ask about allergens out loud. Somebody who reacts badly to peanuts is not going to interrogate a tray of unlabelled brownies in front of the whole department, and will simply eat nothing. Asking on the sheet moves that conversation to somewhere private and before the day.
Halloween food is the least identifiable food of the year
The theme rewards dishes that do not look like what they are. Green punch, spider cupcakes, a tray of something described only as "mystery dip". Half the appeal is that you cannot tell, which is exactly the problem when somebody needs to know whether there is nut butter in it.
So ask two separate things: what is in it, and whether it will turn up with a label. A label is a folded index card next to the dish with the name and the allergens on it. Whoever is hosting can write the missing ones in advance if the sheet tells them which are coming unlabelled.
Sweets are the one category that always over-fills
Halloween is the only potluck where the dessert category needs a cap rather than encouragement. Left open, a ten-person office party arrives with eight bags of fun-size chocolate, two trays of cupcakes and nothing anybody can call lunch.
Fix it the same way as any other over-supplied course: decide the number of slots per category before the sheet goes out. Two mains, three finger foods, one dip, two sweets. When a category is full the next person picks from what is left, and the sheet does the arguing instead of the host.
Party food sits out for hours, which is not how a meal works
A Thanksgiving table is served at a time. A Halloween party puts everything out at the start and lets it sit for three or four hours while people drift past it. Anything that needed to stay cold has not been cold since it arrived.
Ask what each dish needs on arrival so the fridge space and the one available socket get allocated rather than fought over. It also tells you which dishes should go out late rather than at the start.
Send it two weeks ahead
Two weeks is enough for an office party and short enough that people have not forgotten by the day. Halloween falls on a fixed date, so unlike a movable gathering there is no negotiation about when — only about what.
One reminder three days before collects most of the stragglers.
